These can be issued (at a fee) at the taxation department of the municipal/ward office .
If you are a resident in Osaka City, they can be issued at the taxation department of any ward office, regardless of your address or location of your asset.  (Please note that this service is not available on the 4th Sunday of each month and other weekends/holidays when the ward office is open.)  (If you cannot visit these offices, you can obtain the certificates at the post office and convenience stores.)
